The impact of a major AI Incident may extend beyond the Organization or AI System in which it occurs. Where Models, Technologies, System Architectures, or Vulnerabilities are shared across Organizations or Countries, Knowledge from one Incident may help prevent or mitigate harm elsewhere.

However, discovery of an Incident does not itself provide Authority to modify Governance elsewhere. Incident Information may be incomplete, misidentified, or Organization-specific.

The Organization’s AI Vigilance Evaluates the Incident and Reports relevant Evidence to the Competent Regulatory Authority, which Assesses / Validates its Severity, Evidence Reliability, Impact Scope, Urgency, and need for broader Governance Response.

Where Cross-border Response is necessary, Validated Incident Information is shared through an International Regulatory Network.

The Universal Server functions as a Global Incident Knowledge Network, Collecting Incident Knowledge, Mapping it to relevant Governance Systems, and Localizing it across Regions, Institutions, Languages, and Contexts. It does not become a Governance Authority.

Where the Response requires Universal Policy or Evaluation Tags, their Purpose, Applicability, and responsible Authority remain transparent / verifiable, while sensitive Tag content, thresholds, detection conditions, or Enforcement Logic may remain protected / black-boxed where disclosure could enable circumvention or additional Risk.

Each National Authority evaluates the shared Knowledge against its Laws, Regulations, Policies, and Risk Environment and, where necessary, forms an Authorized Response, such as a Governance Notice, Safety Communication, or Emergency Requirement.

The Response is communicated to Relevant Organizations and, following Translation / Validation, reflected in Participating AI Systems as the necessary Governance Update or Emergency Control.

The key principle is rapid Incident Knowledge sharing while preserving Governance Authority. The Universal Server is not a Global Command System, and the International Regulatory Network does not override National Authority.
