The Translation Hub is not composed of a single Profession or Organization. Accurately transforming Governance Requirements into Machine-Readable Structure requires multiple forms of expertise appropriate to the relevant Governance and AI System, including Legal & Policy, Domain, Technical, Public / Regulatory, Stakeholder, and Specialized Expertise.
These Participants contribute to the Translation Process from different perspectives. Legal & Policy Expertise examines legal and institutional Meaning, while Domain Expertise contributes Practice and Risk knowledge specific to the relevant field. Technical Expertise assesses whether Governance Requirements can be represented and implemented as Machine-Readable Structure. Public / Regulatory Expertise provides public-interest and regulatory perspectives, while Stakeholder Expertise contributes Knowledge from affected parties and Operational Environments. Where necessary, additional Specialized Expertise can be incorporated.
The Translation Hub combines these forms of Expertise to Structure, Reconcile, and Validate Governance Requirements. Where Differences, Overlaps, or Conflicts exist among multiple Governance Sources or Interpretations, these are made explicit and their Applicability and Relationships are structured. However, participation in the Translation Hub or the provision of Expertise does not itself confer Governance Authority.
Translation Outputs are distinguished into two categories according to their Governance Source and Authority.
Authoritative Governance is Governance grounded in an Applicable Governance Authority, such as Law, Regulation, or Regulatory Requirements. The Translation Hub does not generate that Authority. Rather, the Authority of the Machine-Readable Output derives from the original Governance Source and its Applicable Authority. To qualify as Authoritative Governance, the Translated Structure must therefore remain traceably connected to its Source, Authority, Scope, Version, and related Governance attributes.
By contrast, Standards, Best Practices, and Expert Guidance may be transformed into Machine-Readable form as Recommended Governance following appropriate Review and Validation. These can serve as important Governance Sources, but expert Validation alone does not give them the same Authority as Law or Regulation. Even where Governance with different Authority States is represented through the same Machine-Readable Structure, its Source, Authority, and Applicability must remain explicitly distinguishable.
This separation allows the Translation Hub to operate as an Organizationally Neutral Translation Function that is not subordinate to the interests of any particular Organization, Company, Country, or AI Provider. At the same time, Authoritative Governance remains anchored to the Applicable Governance Authority, without concentrating that Authority within the Translation Hub itself.
