Decision-State Evidence (DSE) is Point-in-Time Evidence that enables the reconstruction of individual Decisions, while also serving as foundational Evidence for continuous AI Vigilance. By accumulating individual DSEs over time, it becomes possible to analyze changes in Behavior and Patterns that cannot be identified from a single Decision alone.

An Individual DSE preserves the Content at the time a Decision was formed, together with the associated Fact Tags, Policy Tags, Evaluation Tags, Process Tags, and Governance Conditions. This makes it possible to reconstruct which Facts were referenced, which Policy applied, how the Case was evaluated, and under which Processing and Governance Conditions the Decision was formed.

This Point-in-Time Evidence can first be used for Decision Reconstruction. By reconstructing the Context and Rationale at the time of the Decision, it becomes possible to determine the conditions under which that Decision was formed. Review can examine whether the Decision was appropriate under the Policy, Authority, and Context applicable at that time, while Audit / Assurance can use DSE as Evidence supporting Accountability.

When DSE is continuously accumulated over time, its role extends from verification of Individual Decisions to AI Vigilance. By comparing and analyzing multiple DSEs together with associated Execution Evidence, Deviation, Drift, Repetition, Emerging Patterns, and other changes across Behavior, Evaluation, Decision, Execution, and Outcome can be detected.

Accumulated Evidence can support not only Pattern / Trend Analysis, but also Change Detection. By temporally relating changes in Model, Behavior, Performance, Policy, and Operational Context to changes in Decisions and Outcomes, it becomes possible to analyze not merely that “the result changed,” but what changed and how System Behavior changed before and after that change.

Because each Individual DSE preserves the Context at the time of the Decision, long-term changes can also be evaluated without separating them from their Context. Even the same Behavior may carry different Governance Significance where Policy, Authority, or Operational Environment differs. DSE therefore forms a continuum of Point-in-Time Evidence supporting Contextual Understanding.

DSE is therefore more than a Record for preserving past Decisions. It connects Individual Decision Reconstruction, Review, and Audit / Assurance with Pattern / Trend Analysis, Change Detection, and Contextual Understanding over time, providing a foundation that connects Evidence to Vigilance and, where necessary, to Governance Response.
