When Content enters the System, a Fact Tag associated with that Content is linked to it. Separate from the Input itself, the Fact Tag provides the Actor, Source, Context, Authentication, and other Observed / Pre-registered Facts referenced when interpreting the Content.
The System performs Primary Inference based on the Content and associated Facts. This is not yet a Governance Evaluation or Decision, but an initial Inference used to interpret what the Content means.
Next, the Policy Tag applicable to the Case is identified. Applicable Policy may vary according to Conditions such as Jurisdiction, Organization, Function, User, Authority, and Effective Period. Accordingly, even the same Content or Primary Inference may lead to different subsequent Evaluations where different Policies apply.
During Evaluation, the Primary Inference is assessed against Evaluation Criteria derived from Applicable Policy, forming an Evaluation Tag. The Evaluation Tag records Criterion-level Evaluation, Threshold, Weight, Criticality, Evaluative States such as White / Grey / Black, and Unresolved Conditions where necessary.
The subsequent Secondary Inference references not only the Content and Facts, but also this Evaluative State as a Governance Input. The System therefore proceeds to the subsequent Decision Process based not only on an interpretation of “what the Content means,” but also on “how the Case has been evaluated from a Governance perspective.”
Ultimately, a Decision is formed based on Applicable Policy, Evaluation, Authority, Context, and other Governance Conditions. Where Execution is permitted, the Execution Conditions derived from the Decision are subject to Verification / Enforcement at the Execution Boundary before Execution proceeds.
Throughout this process, the Processing Context, Inference, referenced Facts, Applicable Policy, Evaluation, and Decision are associated through the Process Tag and preserved as a traceable Actual Processing Path. After Execution, the Actual Execution State and Outcome are preserved as Execution Evidence and linked to the Evidence associated with the Decision.
Decision-State Evidence (DSE) is not merely a collection of these Tags. It preserves, as a reconstructable State, what was entered, which Facts were referenced, which Policy applied, how the Case was evaluated, and under which Processing and Governance Conditions a particular Decision was formed.
By linking DSE with Execution Evidence, it becomes possible to reconstruct “why the Decision was formed” and “how that Decision was actually enforced and what happened” as distinct but connected components of the Governance Process.
