One of the core functions of Hamecohming is Governance Translation. This is the process of transforming Human-Readable Governance established in human society into Machine-Readable Governance that AI Systems can reference.
Governance Translation functions as a Translation Hub connecting the Human World and the AI World. Its basic process consists of three stages:
Interpret → Structure → Map
Interpret clarifies what the Human Governance requires. It identifies the meaning and applicability of the rule, including the relevant Subject, regulated Action, applicable Conditions, Authority, permissions, prohibitions, obligations, and exceptions.
Structure decomposes that interpretation into elements that can be processed computationally. Rules originally expressed in natural language are explicitly structured into Governance elements such as Subject, Action, Condition, and Authority.
Map maps the structured Governance into representations that AI Systems can reference, transforming it into Machine-Readable Governance that can connect to subsequent processes such as Policy, Decision, and Execution.
For example, a Governance rule stating that “an AI System must not access an external system unless the Action has been authorized” can be structured with the Subject as “AI System,” the Action as “External Access,” and the Condition as “Authorization Required.” This provides the Governance Structure required for a subsequent Decision to determine “BLOCK” when the necessary Authorization is absent.
Importantly, the Translation Hub itself does not create new Policies or Decisions. It transforms existing Human Governance into structures that AI Systems can reference while preserving its meaning, Authority, scope of application, conditions, exceptions, and other relevant elements.
Governance Translation is also not merely a conversion from natural language into code. Because the institutional meaning of Governance must be preserved, the process can incorporate Review or approval by relevant experts or Authorities where necessary.
