Hamecohming does not apply only to a single Policy or rule. Its scope encompasses Human Governance as a whole.

Human Governance includes not only laws and regulations, but also Standards & Guidelines, Organizational Policy, Contracts & Rules, and other institutional frameworks established for different purposes and under different Authorities. In real-world AI Systems, multiple forms of Governance may apply simultaneously, including national law, industry standards, internal organizational Policies, and contractual conditions.

Most of these frameworks, however, are written for humans and are not inherently structured for consistent reference by AI Systems.

Hamecohming therefore places a Translation Hub between Human Governance and AI Systems. The Translation Hub structures conditions, scope, Authority, exceptions, obligations, prohibitions, permissions, and other elements contained in laws, regulations, standards, Policies, and contracts, thereby transforming Human-Readable Governance into Machine-Readable Governance.

The Translation Hub does not establish new Governance. Its role is to translate Human Governance into representations that AI Systems can reference computationally while preserving its meaning and Authority.

Machine-Readable Governance is not limited to a particular type of AI. It can connect not only to general AI Systems, but also to Multi-Agent Systems in which multiple AI Agents interact and to Physical AI that performs physical Actions in the real world.

Accordingly, rather than reconstructing Human Governance for each form of AI, Hamecohming transforms Human Governance into a common Machine-Readable form that can be referenced by diverse AI Systems.

“Fitting” in Hamecohming therefore does not mean directly fitting AI to the text of existing laws or Policies, nor does it mean modifying Human Governance for the convenience of AI.

It means:

transforming Human Governance into Machine-Readable Governance while preserving its meaning and Authority, and adapting it into structures that diverse AI Systems can actually use.

Human Governance → Translation Hub → Machine-Readable Governance → AI Systems

This connection constitutes the basic structure of Hamecohming.
