Through Umecohming, information such as Fact, Evaluation, Policy, and Process becomes associated with content, forming its Governance Context. This refers to a set of machine-readable information concerning the governance state and history that cannot be determined from the content alone.
In I2EA, Governance Context is characterized by three properties: Persistent, Portable, and Reusable.
Persistent means that governance information, including Evaluations, applicable Policies, and Processes, is not lost after an operation is completed but remains available for subsequent reference.
Portable means that when content moves across AI systems, organizations, countries, or regions, its existing Governance Context can be carried forward with it.
Reusable means that existing Facts, Processes, and other governance information can be referenced in subsequent processing and decision-making. Reuse, however, does not mean automatically applying previous decisions. Changes in time, purpose, Policy, Context, or other relevant conditions may require a new Evaluation or Decision.
Maintaining Governance Context in this way enables Traceability of provenance and processing history, Accountability for actions and authority, and Auditability of recorded information. It also provides a foundation for Reproducibility of past states and Compliance verification against applicable rules and actual processing.
Together, these capabilities provide a foundation for supporting Trust & Transparency through verifiable information rather than as abstract principles alone.
Through Umecohming, governance therefore becomes not something that exists only at the moment of an individual operation, but a Context that travels with information across time and systems and remains available for reference and reuse throughout its lifecycle.
