Translation is based on the principle that enabling AI to “understand” institutions and rules through natural language is different from translating them into structures that machines can process as governance.

Laws, regulations, organizational policies, and industry standards are fundamentally written for human interpretation. They contain conditions of applicability, exceptions, Authority, obligations, prohibitions, Processes, and regional variations. Even the same provision may apply differently depending on the subject and Context.

AI can read an institutional document, explain its content, and estimate which rules may apply. However, this does not mean that the institution itself has become Machine-readable Governance. AI interpretation of natural language remains probabilistic, and the same institutional document does not necessarily produce the same governance result every time.

I2EA therefore introduces Translation as a distinct stage for connecting institutions to the execution environment. Translation transforms institutional meaning written for humans into structures that AI and other systems can process. It explicitly structures elements such as what is governed, under which conditions a requirement applies, who holds the relevant Authority, which exceptions exist, and which Processes are required.

Importantly, Translation is not a mechanism for delegating institutional judgment to AI. Rather, it reduces the extent to which AI must repeatedly infer institutional requirements from ambiguous natural language.

The purpose of Translation is not to make AI a more intelligent interpreter of institutions. It is to reduce ambiguity between institutions and AI, allowing subsequent Policy, Authority, Decision, and Execution to operate on more explicit and verifiable conditions.

Translation therefore functions as a bridge between the human institutional world and the machine execution world. By establishing this bridge as an explicit structure, I2EA moves governance from simply allowing AI to “read” institutions toward governance capable of connecting institutions to Execution.
