Information generated at each stage of the Information Loop is preserved as verifiable Evidence and associated with specific Decisions to form Decision-State Evidence (DSE).

In AI governance, recording only the final Decision or Execution is not sufficient. To verify why a particular judgment was established, it must be possible to trace what was observed at that point in time, which Facts were used, how they were evaluated, and which Policy and Authority formed the basis of the Decision. The record must also continue through what was actually executed and which Outcome resulted, allowing the entire governance process to be reconstructed.

I2EA therefore does not treat each stage of the Information Loop merely as a transient processing step. Instead, it generates Records of governance-relevant states and judgments. Records associated with Fact, Evaluation, Policy, Authority, Decision, Execution, Outcome, and related elements make it possible to verify not only what happened, but also what information and conditions supported the Decision and Execution at that point in time.

These Records are not accumulated as isolated logs. DSE is an Evidence structure that associates the Records relevant to a particular Decision with the state that existed when that Decision was established. This makes it possible to reconstruct a past Decision from its contemporaneous state rather than infer it retrospectively using the current Policy or current AI model.

DSE therefore serves a different purpose from conventional operational logs. While logs primarily record “what happened,” DSE makes it possible to verify why a particular Decision and Execution were established. Even if the Policy, AI model, Authority, Context, or other conditions subsequently change, the historical state can be audited without conflating it with the current state.

As DSE accumulates continuously, it can support not only reconstruction of individual Decisions, but also audits across multiple Decisions, detection of anomalies and recurring patterns, and improvement of governance.

Evidence is therefore not collected only after the fact for audit purposes. It is a component of the Governance Infrastructure continuously generated by the Information Loop itself.
