AI decisions cannot always be handled as a binary choice between “execute” and “reject.” At the Execution Boundary, when the necessary information, Authority, or other governance conditions cannot be sufficiently verified, the system does not force Execution. Instead, it can transition into a safe holding state.
This intermediate state is the Silent Domain. The Silent Domain is not a place where AI infers missing information and completes the decision on its own. It is a domain that explicitly preserves the state in which required conditions remain unsatisfied and suspends Execution.
Cases entering the Silent Domain may be referred to Human Review when necessary. A human can examine missing information, the applicable Policy, Authority, exception conditions, and other relevant factors, and add new Evidence. If the additional Evidence changes the conditions underlying the judgment, the case is returned for Re-evaluation.
Importantly, Human Review is not a mechanism through which a human simply overrides the AI’s judgment. Human verification and additional information are themselves recorded as Evidence, and the resulting new state is evaluated again. This makes it possible to trace why Execution could not initially proceed, who verified what, and which additional Evidence caused the judgment to change.
Following Re-evaluation, the action proceeds to Execute if the necessary conditions are satisfied. If they are not, it is Blocked.
I2EA therefore does not force uncertain states into either Allow or Deny. Instead, it incorporates into the governance structure a pathway for safely suspending Execution, adding Evidence, and re-evaluating the case as a new state.
