There are limits to treating AI in the same way as traditional software. One important difference is that traditional software can be designed for predictable behavior based on predefined processes, whereas modern AI systems, including generative AI, are inherently probabilistic.

Traditional Software is fundamentally designed to produce expected results from predefined processes. Under the same conditions, the same process can, in principle, reproduce the same result. This makes it possible to design Deterministic and predictable controls, particularly for critical processes involving safety or authority.

AI, by contrast, performs probabilistic inference and generation. Even extremely high accuracy does not guarantee the same result in every situation. This distinction becomes important when determining where AI should be used and what authority it should be given.

For example, in presentation development or translation, some variation in AI output can be reviewed and corrected by humans. The exact same text need not be generated every time as long as the intended purpose is achieved. In such applications, the flexibility and generative capabilities of AI are themselves valuable.

The situation is different, however, in areas such as Drug Dosage, Aircraft Control, and Nuclear Reactor Control, where incorrect execution can have serious consequences. Even if an AI system is 99.9999% accurate, the remaining uncertainty cannot simply be connected directly to physical or societal authority to act.

The point is not that AI should not be used. AI can analyze information, present options, and support human or system decision-making. The problem lies in treating probabilistic intelligence and execution requiring deterministic control as if they were the same.

This problem therefore cannot be solved simply by making AI more capable. AI-based intelligence and the authority to execute actions must be structurally separated.

I2EA does not attempt to make AI intelligence itself deterministic. Instead, AI retains its capabilities as probabilistic intelligence, while Governance and the Execution Boundary are placed outside it. This separates Probabilistic Intelligence from Deterministic Execution and connects the two while preserving their distinct characteristics.
